Broadband, electricity, drinking water, health, roads and bridges, education, vocational training, and a note to the commune: what we ask of the State, regulators, operators and partners, and what we commit to in return.
Each brief sets out a sourced diagnosis, what the change would make possible, precise requests to named recipients, and the association’s own commitments. All are published in French, sent officially, and tracked publicly (sending date, replies, results). English summaries below.
Bédjondo is a broadband white zone with the most expensive small data bundles. We ask for priority in the 200 new 3G/4G sites and universal service, published coverage maps, rural tariffs and an accessible Starlink outlet. We commit to co-fund a community digital space and to run a citizen speed-measurement campaign.
Chad has 6 % electricity access (1–2 % rural). We ask that Bédjondo and its cantons be included in the PAAET and Mission 300, public facilities first, with subsidised solar kits. We commit to solar street lighting for the market with the diaspora, and to a needs survey.
A departmental capital without a water network. We ask for an inventory of water points, a solar mini-network (borehole, water tower, standpipes), water and latrines in every school and at the health centre, and management committees. We commit to the inventory and to emergency repairs.
One woman in a hundred dies in childbirth in Chad. We ask for a midwife and a nurse, a basic laboratory, a solar cold chain, an obstetric emergency kit, an ambulance and a referral protocol to Koumra, and a health mutual. We commit to solar equipment for the maternity ward and medical missions from the diaspora.
The Koumra–Bédjondo road is cut in the rainy season; women have asked since 2023 for a bridge on the Bédjondo–Békamba road; the Hoblo bridge is broken. We ask for an all-season road, both bridges, and local maintenance crews. We commit to a documented survey of roads and breaking points.
73 pupils per teacher, classes of 83, community teachers paid late, a secondary school without a laboratory. We ask for qualified teachers, solid classrooms with water and latrines, an equipped lycée, continuity of the ProQEB programme, canteens and vocational training. We commit to a solar-powered exam room, mentoring and scholarships.
Bédjondo’s vocational training centre is listed in the national register but has never opened. We ask for it to open on nine trades that the area actually needs — carpentry, metalwork and welding, solar, borehole drilling, masonry, agro-processing, tailoring, mechanics and digital skills — with apprenticeships funded by FONAP and examinations held on site. We commit to surveying local demand and to mobilising trainers from the diaspora.
Six proposals for a commune equal to its town: a public and enforceable development plan, transparent own revenues, partnership agreements, an open council, a first visible project (solar lighting of the market), and free studies from the diaspora.
